Native Vegetation Act 2003

The Native Vegetation Act (NVA) 2003 sets a framework for:

  • encouragement of revegetation and rehabilitation of land with appropriate native vegetation
  • provide incentives for landholders to undertake management of native vegetation on their properties

  • to provide an end to broad scale clearing, unless it improves or maintains the environment.

The NVA provides three categories of native vegetation being regrowth, protected regrowth and remnant vegetation with clear definitions.

The NVA provides certainty and clarity to the community on native vegetation issues. It delivers greater flexibility and incentives for landholders to manage native vegetation sustainably. The Act gives effect to the Government's commitment to ending broadscale clearing unless it improves or maintains environmental outcomes. The Act provides a range of Routine Agricultural Management Activities (RAMA’s) that allow day to day farming activities to continue.

The central feature of the Act is a system of voluntary negotiated agreements between individual landholders and the Murrumbidgee CMA, known as - Property Vegetation Plans (PVPs).  PVPs last up to 15 years and enable landholders to propose offsets in support of a proposal that meets the improve or maintain environmental outcomes test.
